The streets of Los Angeles were largely quiet on Sunday morning as about 300 members of the National Guard arrived in the city and hundreds more were on the way, after President Trump took the extraordinary action of deploying them in response to protests over his administration’s immigration raids.

Mr. Trump’s order made rare use of federal powers to bypass the authority of California’s governor, Gavin Newsom, a Democrat, who called the deployment “purposefully inflammatory.” One expert said it was the first time that a president had activated a state’s National Guard force for a domestic operation without a state governor’s express approval since 1965. That year, President Lyndon B. Johnson sent troops to Alabama to protect civil rights demonstrators.
