Mr. Trump’s order made rare use of federal powers to bypass the authority of California’s governor, Gavin Newsom, a Democrat, who called the deployment “purposefully inflammatory.” One expert said it was the first time that a president had activated a state’s National Guard force for a domestic operation without a state governor’s express approval since 1965.
